Let's say I have 55 active minutes total and my goal is 60. I take a walk around the block to get 5 more minutes, but it will not count it unless it is 10 minutes or more, and I don't see a way I can change this. Very annoying!

You are correct about the ten minute limitation.

This limit was based on a since-changed CDC exercise recommendation of xx (I forget #, maybe 30) minutes of exercise most days of week, but adding it did not have to be all at once, but could be in as small as ten minutes at a time.
That CDC recommendation has since been changed, and Fitbit is also making changes, using AZM (active zone minutes) on the newest Charge 4. This new measure I think eventually is to filter down to at least some other models.
None of this helps your situation but thought you might like some background on it.
Actually I often find it an encouragement. Say I have been walking around inside my house for several minutes; when I might have stopped, I am likely to realize if I just go a few more minutes I can get some "active minutes", causing me to keep it up a bit longer.

If I walk and have my heart rate up for 4 minutes i want to see a four- not the big fat Zero
