I bought a new Inspire 2, which does not measure heart rate. The icon is greyed out. I can't find the right place in the settings. I have also restarted the device three times, which has not helped.

We just technically fixed yah! We had a same issue as your fib bit but then we went in the “Quick Settings” not Setting in the device to turn ‘On Clip’ off. Because if your device is on ‘On Clip’ mode, the heart rate and sleep tracking aren’t available! 
To go in “Quick Settings” in your device, hold 3 seconds on the main clock screen and it will go in the quick settings. Scroll down to the bottom of the page to see if your device is on On Wrist / On Clip. If it’s shown On Clip, please tap and change it!!!
