Hourly Step Goals don't match between Inspire HR and Fitbit app on iPhone

I've never had this happen before, but the hourly goals that I've hit with my Inspire HR aren't syncing correctly to the app on my iPhone SE (2020). On my Inspire HR, I made 7 out of 8 hourly goals but in the Fitbit app, it says I only made 6 out of 8. According to the app, I missed the 8 am goal (8:50) but on the Inspire, I made that goal. I did miss the 9 am goal and that is reflected correctly.

Inspire HR firmware: 34.20001.63.5.

iPhone iOS: 13.5.

Fitbit App: 3.21

I don't have any other notifications turned on (call, text, calendar are all off).  I don't have any alarm set either. 

I did search for this and didn't find anything regarding the Inspire HR.

And today, 5/22, my first two hourly goals have been met according to my Inspire HR but after syncing, the app does not reflect this. The total steps are accurate so I know it is syncing (something). I know it's not the end of the world, but these hourly step goals are important to me. I even hop up and get my steps during conference calls (no video).
