His post is a link to a help file which has the instructions to restart any model of fitbit. In that help file it says for the Inspire:

To clarify, on the internet, when you see a line of text in a different color and underlined, and your cursor changes shape when pointed to it, that generally means that is a link, such that clicking on it will take you to another web page, in this case, a page with the answer to your question. Often it makes more sense to refer someone to the official answer, rather than posting the whole thing out again, possibly with errors.

I tried the restart for the Inspire HR and it does nothing. I'm still stuck with the timer on the screen, it doesn't scroll and won't sync.

It worked for me. I attached it to the cable. Held the button until there was nothing then pressed the button again until I saw the smiley face.

My inspire HR was struck on the time screen. Didn't work after pressing the button. Finally I go to the the app and change the clock face. It works! Hope it can help you.

The smile appeared on my Inspire HR about 2 seconds after releasing the side button. Normal function of the button and screen the returned. p.s. the action that made my screen and button unresponsive was pressing the side button while charging to see if there was a full charge.

Perfect! Yeah, sometimes it takes more than one try to get it to the smiley screen. So annoying when your trying to track what you are in the middle of and the fitbit freezes.

@Ynavb I think it's both. The manual says:
"If you can’t sync Inspire 2 or you have trouble with tracking your stats or receiving
notifications, restart your tracker from your wrist:
Open the Settings app and tap Reboot Device.
If Inspire 2 is unresponsive:
1. Connect Inspire 2 to the charging cable.
2. Press and hold the buttons on your tracker for 5 seconds. Release the buttons.
When you see a smiley face and Inspire 2 vibrates, the tracker restarted."
