Hi there, @SavetheWorld. Welcome to the Community Forums. Thanks for the details provided in your post about not getting your hourly goal notification in your Inspire 2.
You've done a great job checking the steps suggested in this thread. Please confirm that your Inspire 2 has turned off the do not disturb or sleep mode option, since these features mute goal celebrations and reminders. To change these settings, see How do I navigate my Fitbit device?
It's important to make sure your step goal is set on the right number of steps. You can verify this information following these instructions: On the Fitbit app 'Today' > tap on step tile > choose the gear icon in the corner > 'Daily Activity' > confirm your step goal and any other goal you wish as well.
Note: turning off notifications also turns off goal celebrations and reminders. For more information, see What are the reminders I see on my Fitbit device?
Hope that helps.

@Azwebby A warm welcome to the Fitbit Community.
To begin, your goal is to take 10,000 steps per day. Choose to change the number of steps, or pick a different activity goal depending on your device. When you reach your goal, your Fitbit device flashes and vibrates.
Let me know how it goes.

This doesn't answer the question asked. How do you turn off alerts for the step goal?
