You've done a great job checking the steps suggested in this thread. Please confirm that your Inspire 2 has turned off the do not disturb or sleep mode option, since these features mute goal celebrations and reminders. To change these settings, see How do I navigate my Fitbit device?
It's important to make sure your step goal is set on the right number of steps. You can verify this information following these instructions: On the Fitbit app 'Today' > tap on step tile > choose the gear icon in the corner > 'Daily Activity' > confirm your step goal and any other goal you wish as well.
Note: turning off notifications also turns off goal celebrations and reminders. For more information, see What are the reminders I see on my Fitbit device?

To begin, your goal is to take 10,000 steps per day. Choose to change the number of steps, or pick a different activity goal depending on your device. When you reach your goal, your Fitbit device flashes and vibrates.
