I can't pair my new phone to my Fitbit. Bluetooth is on, watch is on, hold up to camera and nothing.

Thank you for the information and for any step you've tried prior to posting. At this time, I'd recommend making sure that your iPhone SE meets the requirements listed in this link.
Also, please note that if your Inspire HR is still paired to an old phone, you will need to remove the connection with your phone and your Fitbit device. You can do this as listed below:
*On your phone, tap Settings > Bluetooth > the information icon next to the name of your Fitbit device > Forget This Device.
After that, on your new phone, please open the Fitbit app and follow the steps below:
