Inspire 2 recording heart rate even when disabled

I had heart rate turned off in the settings on my Inspire 2 so that it was not recording my heart rate. While I was going for a walk today I decided to turn on the heart rate readings so I could see what it was. I was walking for about 40 minutes all together and only turned the heart rate reading on for the last 10 minutes.

 

After I got home the fitbit app told me it had automatically detected my walk (which I expected) and when I looked at the stats in the app I saw that it had recorded my heart rate for the entire walk even though the sensor was only meant to be turned on for the last 10 minutes.

 

Surely if the user turns off heart rate then it's not meant to be secretly recording it and just hiding it?

 

I just checked the walking activity in Google fit after syncing my fitbit account with Google fit (using FitToFit) and found that there it does only show heart rate for the last 14 minutes of the walk. So the way the fitbit handles heart rate being off is very strange. It still shows heart rate for my whole walk in the fitbit app but it won't sync that data with other apps?
