Inspire HR Won't Reboot

I cannot get my Inspire HR to get off the clock screen no matter what I do. It won't swipe & pressing the button only turns the screen on if it was off. 

 

I have already followed the instructions to reboot it (attaching to charger & pressing down the button for 5 seconds), but the screen only turns back off after a few seconds and the smiley never comes up. 

 

Help!

Update: I figured it out! The charger was registering the charge from my computer. I plugged it in somewhere else, and that worked.
