After doing a workout and sync active minutes show on both as the same then after a few hours I check it and has dropped. For example today I did 61mins and now it only says I have done 45mins.

I'd like you to restart your Inspire HR as described in this help article. After this, check out this help page, which explains more information about how your Fitbit device earns active minutes.
Finally, monitor your Inspire HR during the next 24 hours and see if it doesn't lose active minutes anymore.
