Inspire HR heart rate information inaccurate

I got a Fitbit HR through my insurance in January of 2020. The first one crapped out within 3 or 4 months. They were good and sent me a replacement quickly @ no charge. Now its broken again!

 

It's not reading my heart rate correctly! I will be working my at the gym and it reads '70 BPM.' Then I'll be doing the dishes and it'll read 107 BPM? I've already 'cleared user data' to no avail.  Also I did a reset by holding down the button and hooking up to the OEM charger.
