The problem started happening on the week of July 6th, 2020. The iPhone app seems to be stuck displaying resting heart rate at 55 bpm while the Inspire HR shows the actual heart rate. The actual heart rate on the Inspire HR may be 47 bpm or 72 bpm, but the number won't show on the iPhone app. There doesn't seem to be any settings to get the iPhone app to start syncing with the Inspire HR. Only one desperate action seems to resolve the issue every times the Inspire HR stops syncing heart rate. I need to remove the Inspire HR device from the app then use Set Up a Device to add the Inspire HR device to the app.

I am having the same issue. The only time my actual heart rate shows on my app is after I remove the fitbit and re-add it. Which I will not continue to do.

On July 18th, 2020, there was an upgrade to IOS 13.6. After upgrading from IOS 13.5.1 to IOS 13.6, the issue I experienced disappeared.
