My fitbit inspire HR is not turning on and it's showing on the app that it is fully charged.
What could have gone wrong?

You can try restarting it. Put it on the charger and while it is on the charger press and hold the button for 20 or so seconds. See if the smiley face shows up to start the reboot.

Such article includes a restart process just as our friend @wtksk8r suggested, this process can be really helpful to fix this situation
