I charge my Inspire until I get the Happy Face, then nothing. The screen does not respond. Finally after tapping and tapping for several minutes, it comes on but not only is the time incorrect but I have lost all my data for the day.

You've done an excellent job troubleshooting your Fitbit Inspire. This is not a normal behavior, I'll be glad to give you a hand with this. Since you've already restarted your Inspire HR, I'd suggest to fully charge it. Then give it a try for another day and if you notice this is acting erratically again, please let me know so I can request a ticket for you.
About your missing data, you can manually log that information; so you don't loose all your steps.

I bought my Fitbit inspire hr yesterday it was fine until I put it on charge this morning it’s showing the smiley face but then nothing just a blank screen

I gave up and returned the Inspire HR to the store. In my opinion it's not worth all the trouble.
