Inspire HR won't pair

I've been trying to pair a replacement Inspire HR with absolutely no luck.

 

1) The Inspire HR has been sitting plugged into a charger for 8 hours. I can only get the smiley to show up if I hold the button down to reset it. Nothing else will show.

 

2) I have uninstalled/reinstalled the app twice on my phone. I have restarted my phone multiple times. I have turned bluetooth on/off repeatedly.

 

3) Every time I try to pair the device with the app, I get to where it asks for the four digit code and NOTHING shows on the Inspire HR.

 

4) I have followed every tip/trick from the Fitbit copy/pasta files. Nothing is working!

 

5) This is a replacement that Fitbit sent to me after my original Inspire HR was damaged in pool water (so much for being water proof).

 

I'm really frustrated by this entire experience.
