I have tried to turn off for a reset but it will not. Everything syncs except for steps. Tried turning phone off and back on to no avail. Suggestions?

Thank you for sharing this information about the trouble you've been having to sync your steps.
Before considering other options, could you please confirm if you already tried all the steps listed here to resolve syncing problems?
In addition, make sure to keep the Fitbit app updated to the latest version available.
