Inspire HR won't turn on after charging

I charged my inspire hr all night after a swim and then it would not scroll the next morning. I restarted it and it gave me a smiley face but it would not scroll again. I put it in rice for 24hr in case there was water damage but that didn't help. Now it will not turn on at all after trying to charge it again.

 

Any advice for getting it to start up again?
