Inspire HR won't vibrate

I got my husband an Inspire HR like mine for his birthday.  It is working fine, except it is not vibrating for anything.  Mine vibrates for text messages, phone calls, and 10,000 steps reached.  I've gone into his phone and done all the settings recommended.  Any suggestions?
