I have had my inspire hr for two weeks it I have not been able to make it scroll since the day I took it out of the packaging I have reset it on the charger several times as well as changed the clock face and let the battery fully drain.

Let me help you with your Inspire HR not scrolling and thank you for troubleshooting this issue. Try removing the tracker from your account (on the Fitbit app tap the top left button, then the tracker's icon and finally the trashcan icon) then set it up again.

Unfortunately deleting and re setting up the device also did not help still can not scroll
