From home clock face, hold in left button a few seconds; at top is battery; swipe up to see 'Screen Wake' just below battery. Tap to toggle on or off.

Are you sure you are talking about Inspire HR? I suspect you have Inspire 2. If so, try pressing both side button a few seconds to get to Quick Settings.
