Inspire shows steps but doesn't add to Exercise Tile

Several times now, my Inspire shows active minutes that do not get added to my Exercise tile. Does anyone know why?

Let me help you with your Exercise tile. The recent exercise area shows the activities detected or logged on your account (run, bike, elliptical, etc.). If your device detected your steps but not the activity itself then the steps, heart rate and other data will show on your account but nothing will show in recent exercise. For example when using the elliptical machine make sure you have the moving bars so your device detects the motion and record the activity itself, once an Elliptical activity is saved on your account it should show on the Recent Exercise area. Still you can manually log your activity so you have a record on your account and this will show on the exercise tile.

The problem with manually adding exercise when the fitbit has already recorded my treadmill walk is that it will then double count the exercise in the calories input/ output. The fitbit records it as active minutes (sustained intensive walking for 30+ minutes) but it doesn't migrate to exercise. I am not referring to simply steps walked.
