Hello @Cjmmke and welcome to the Community.  Yes, you can use the Exercise app on the Inspire 3 with a stationary bike.  You use the Spinning shortcut with any indoor bike.  This Help article will help get you started.  How do I track my workouts with my Fitbit device?

The Inspire 3 Exercise app is preloaded with several workouts.  Spinning might or might not be preloaded.  The Help article has the instructions to customize your Exercise Shortcut list.

Yes, you customize the Exercise Shortcut list the same way in the mobile app for both devices.  In fact, this is true for every Fitbit that has the shortcuts on the mobile app.
