Lack of Green Light and no HR being recorded

Hi,

 

I had a replacement tracker sent out to me that I received from Fitbit. I have charged it, set reset ( both soft and hard ) but still no green light or my HR being recorded I just get - - on the HR.

 

Can anyone help?
