Brand new Fitbit. Opened and set up on 14 August.
it shows activity from 11, 12, 13 August.
any ideas why?

Let me help you with your the activity showing on your account. Your tracker comes with some battery charge. It could be that the device detected the movement while it was being shipped to your home or if it was moved on the store you purchased it from. You could either ignore this data or delete your account so you start from zero by following these instructions.

We purchased the device about 4 weeks ago. It sat in a drawer since then
as it was a gift.
so it didn’t move yet shows thousands of steps.
ill ignore not, sounds like that’s the only thing to do.
