New Inspire HR screen not working

I received a new Inspire HR “pebble” to replace mine, which has had countless problems. I charged it overnight and currently it has the green light blinking on the back, but the screen won’t turn on. I held the button down, nothing happened. Just a black screen. Am I missing a set up step or is this one a dud too???
