New to Fitbit after Samsung Wearable, so I know what I want. Can't get the Notification Service to operate as it is stuck in a permanent "Phone needs a restart". Using a OnePlus 6T with Android 10.

Useless waffle, of course I had tried all the steps you suggested before posting. The Samsung Gear Pro 2 is still a better bit of kit, but is now 3 years old so I made the fallacious assumption that a brand new Fibit would work 'out of the box'. Neither it (replaced after less than 7 days) nor the app did.
The solution was to uninstall the app and reinstall.
