Rearranging tiles on dashboard with no Edit option

Everything I read says to rearrange tiles on the dashboard to click Today and then Edit. I only see one Today and when I click it I don't get any other options including not getting an Edit option. What am I doing wrong? Where is this Edit option supposed to show up?

First, are you talking about phone app?

Yes, sorry....Phone App on my Android Galaxy Note 8. I can't find an edit option on it or my desktop computer (just tried desktop version also).

I figured it out on my desktop....It let me just drag them where I wanted them. Then my phone was also changed so it synced my changes.
