My Galaxy S9 restarts overnight once or twice a week by design. When this happens large amounts of steps are being recorded on the Fitbit app, as many as 73,000. These steps always "occur" within a specific 15 minute period. I wear my Fitbit Inspire in a clip and remove it from my pocket before bed so I do not track my sleep. This has been happening over the last two months. Erasing user data does not work as when I sync with the app after erasure the previous data again appears. I have deleted the app and reinstalled and this did not help. Is there a fix for this or am I stuck with a really expensive pedometer with no app?

Let me help you with your Inspire showing a high amount of steps when your phone restarts. This is extremely odd so I would like to know more about this issue. Do you have any third party apps linked to your Fitbit account? Is your tracker subjected to any vibration during the night (this may be caused by a fan, ac unit, fridge or even a computer nearby, the vibrations may be detected by your tracker and be translated as steps, you could even consider if your phone vibrates and is near your tracker)? Still I suggest you Help article: How do I restart my Fitbit device?. Also please share a screenshot of the activities area on your Fitbit account.
