I use a stationary recumbent bike for exercise and wear my Fitbit Inspire HR in a band around my ankle to count steps as I petal. I stop occasionally when close to 10K to check the steps. Often, the steps on the face of the Inspire show are 9981. This happened more than one time. I keep pedaling and the Inspire moves forward with additional steps. I check it about 5 minutes later after 9981 showed on the face of the Fitbit and additional steps were added. It seems odd that when checking the amount of steps (when close to 10,000 it often shows as 9981. Does anyone else have this issue?

Hey @Hummrr, it's nice to see you here! Thanks for the details shared.
Remember that the wrist trackers count steps depending on the movement of your arms, when you are driving or for example when your tracker is close to a fan. In these scenarios, your tracker counts steps due to the vibrations.
To get more information about this, check the article: How accurate are Fitbit devices?
If after taking these factors into account you still think your tracker is significantly undercounting or overcounting steps, please try to restart your tracker.
You can track stationary bike, by Spinning. This exercise can be added to the Inspire HR. You can check : How do I track my workouts with my Fitbit device?
Keep the stepping up!
