Hello @SunsetRunner and welcome to the Community. The Inspire HR has connected GPS, meaning it uses the GPS sensors in your phone. When you open your Exercise app and choose Bike, is there an icon on your screen indicating that it is trying to connect to GPS? I don't use an Inspire HR, but Fitbits with connected GPS will vibrate when the GPS connects. The screen shows that you are connected. Are you getting the indication on your device screen?
I'm including a link to the Inspire HR manual. When users don't get maps, they usually missed a setting on their phone.

@SunsetRunner I've never used the Inspire HR. If you aren't getting the GPS icon shown on p 32, then it sounds like you don't have GPS turned on in your Exercise setting. Tap on your profile picture > your Inspire HR tile > Exercise shortcuts > Bike > is there a toggle to turn GPS on/off?
