I am trying to sync my steps to the app, but even though the device is right next to me and my phone, the app says it cannot find the device. It is charged and I’ve tried to sync on WiFi and cellular by themselves, but nothing is working. I’ve also restarted my phone but nothing seems to fix it.

Thanks for bringing this to our attention and for trying some troubleshooting steps before posting. If you haven't already done so, I recommend you to check how the syncing procedure works here and see if there's a missing requirement on your mobile device that's preventing the syncing procedure to be completed.
Then, you can move forward to the troubleshooting steps that are specified on: Why won't my Fitbit device sync? and let me know how it goes.
