I set up the Inspire 2 - 12/26/21 and have tried many times to set sleep mode but it doesn’t work either way. Also reminders don’t work. I bought the clip so I didn’t have to wear it on my wrist. When set to be “on clip” device will not give zone minutes.

Thanks for the details provided, and your efforts while working on this. Just to confirm, could you check if the DND is enabled? Please note it's not possible to turn on DND and Sleep Mode at the same time. If by any chance both are disabled, I'd recommend restarting your tracker to refresh its performance and try turning on that setting one more time.
About your other question, let me explain that you'll earn Active Zone Minutes for time spent in the fat burn, cardio, or peak heart-rate zones. However, take in mind that the heart rate won't be available when your Inspire 2 is in clip mode, which will prevent you from getting Active Zone Minutes and sleep stages. To get this data recorded, we recommend using your tracker on your wrist as described here.

I will try sleep mode again tonight but I had restarted the Fitbit a few days ago after chatting with another Rep from fitbit.
As for the on clip mode, it doesn't make sense that I cannot get active zone minutes when on clip mode. I cannot wear anything on my wrist at work. I bought the clip not knowing or being informed that this would be the case. Of course I knew the heart rate would not work in On Clip mode but not the zone minutes. That is very disappointing. I have had it in off clip mode while it is in my pocket and I am getting zone minutes that are inflated. I used to average 60-100 on my One but this is giving me 200-300.
Also, I am not getting notifications for the steps per hour even though I had set that up.

OK, I tried sleep mode again last night and it did not work. I made sure that DND was not on and activated sleep mode manually. I forgot to turn it off right when I got up but did it soon after. It did not work.
Also, I understand what active zone minutes are but mine are terribly inflated. With my One previously I used to get about 60-100 a day. I deliver mail for the Post Office and am in and out of the truck all day. Now I am getting 200-300 a day and if anything it should be the same as before when I had the Fitbit One. I am unable to wear a wrist device as I carry parcels and it would get caught or even hurt so I prefer to have the device in my pocket.
Also, my fl.oz are not registering on the device after I add them to the app. Neither is my weight but that hasn't changed in awhile.
Please tell me what else I can do.

Just FYI - I wish the One was still available because I enjoyed getting the floors as well as the minutes and steps.

As mentioned before, the Active Zone Minutes will be generated based on your heart-rate zones. Because the heart rate data is required to get Active Zone Minutes, it's not possible to record this data while on-clip mode. However, if you change it to wrist mode, you'll get this data as long as you're on fat burn, cardio, or peak. To learn more about this, see this help article.
I understand how helpful it'd be to record heart rate and its related data (Active Zone Minutes, sleep stages, etc.) while on clip mode and my best advice is to share this idea in the Feature Suggestions board. That way, our developers can take it into consideration and track its demand over time.
About your other question, because you were able to turn on Sleep Mode, could you clarify what issues you're experiencing? Please note the Sleep Mode option will only prevent your tracker from receiving notifications and reminders to move, as well as turning on when moving your wrist. On the other hand, if the issue is with the sleep data not being recorded, check this help article which describes how this data is recorded.
For the reminders to move, I'd suggest following the instructions described here and make sure both, the Sleep Mode and DND settings are turned off.
