I got the Fitbit for 2 things:
1) Look at the device at any given moment to see my heart rate: Yup, that works great.
2) Look at a chart on my app of any given day when I've worn the device all day and see a line that tells me my heart rate activity for the entire time I'm wearing it--NOT RESTING heart rate.
I do not use it for anything else; I get enough exercise, walking, activity, water, etc., so I don't need any of that other tracker stuff.
Unless there is a way to see a chart of my heart rate throughout the day (not just resting), I'm going to return it.

You are actually talking about 2 different things there:
average heart rate, and all-day graph.
I personally don't see any value in all-day average heart rate.
But you can see a graph of daily heart rate.
On phone app, tap the heart rate tile to see today's graph; then tap on any day to see better view of the day's heart rate.
Another way I think shows more detail is to look at the fitbit.com dashboard in web browser (if in browser now, click on 'Dashboard' near top right). On wide graph with 2 drop-down menus on right, choose Daily and heart rate. Moving cursor along graph gives exact readouts and times.
