is there any way to make the fitbit inspire continue to vibrate until turned off for silent alarms instead of just vibrating once?

That's not possible at the moment.

 

Someone did create a feature suggestion for this and it was quite popular. getting 1448 votes:

Unfortunately, the idea has not been accepted by Fitbit and is now closed to further votes. I think we can assume that the change will not be happening any time soon.
