I have seen this posted by others but have not seen a resolution.
I have tried the factory reset, re-syching, everything
I had my fitbit for 2 weeks but returned it because I wasn't getting the buzzing or fireworks on my Inpire. I have had a new one for 4 days and same thing. It was escalated but they told me to return it to them.
They told me that they have not had this complaint before from other people?

Let me help you with your goals celebration feature on your Inspire device and thank you for troubleshooting this issue. Make sure that your Inspire isn't in the Do not Disturb mode by long pressing the button and making sure the notifications are on. Also change your goal, save and sync then set your desired goal, save and sync again and see if this helps.
