I just started using the Fitbit Inspire yesterday, and I came across the "maximum operating altitude" in the user manual, which is 28,000 feet or 8,534 meters. What does this mean? I have yet to wear the Inspire on an airplane but I am aware that they cruise well above the device's maximum operating altitude, so would it not work on an airplane at that altitude?

This is most certainly a matter of atmospheric pressure. Airplane cabins are pressurized to an equivalent of at most 8,000 ft (2,400 m) over sea level (according to Wikipedia). You should be fine just about everywhere except the peak of Mount Everest (but that might also be fine if there are some margins in the specification).
