I suspect I know the answer - but is there any way to adjust the hourly goal? I work in a cubicle in a small office. The water cooler at the other end of the office is only 30 steps away. About the only way I'll get in 250 steps is if I take up a half-a-pack-a-day habit.
I like the idea of being reminded to move, but I detest the idea of the settings being hard-coded. The whole idea is to help me meet my goals, not someone else's. (Yeah, I know I can turn it off during certain days/time, that's not the same.)

You suspect correctly. You can't change the 250 step goal.
I found this feature suggestion that you may want to vote for. It is to customize the 250 but mainly talks about increasing it. You could also create a new suggestion specifically for decreasing the goal if you prefer.
