Just received my brand new Versa and spent my last 48 hours trying to set it up and solve those issues. The watch does not install any app or watchface, getting into an infinite loop.

Normally when an app or click fails, iIget an error message, sometimes the app even offers to try steps to fix the error. Do you get any error messages?

When I reopen the app it asks me if I want to continue to install the app, if I click yes, it goes back to the infinite loop. If I choose no, I can't get the app I want 😞

I had this issue on my Versa+S9 setup. Restarting the Versa seemed to fix it. (To shutdown, go on Versa go to Apps > Settings > About > Shutdown. Start it back up by pressing any button.
Then I went back to the Fitbit apps section on the phone app, and after hitting the "Continue to install" popup, the apps started properly installing.
