Call Notifications on Versa 2 force Android phone to revert straight to voicemail

I've tried to include call notifications on my Versa 2, but when I do after the first call every call after that on my Android A12 automatically goes straight to voicemail, and I get no notifications that it is happening. Very strange. I've tried everything I can think of to remedy the situation, but have found no fix for it. Anyone have any ideas about why this takes place?

I assume you've updated to Android 13 and the Fitbit app is also updated?
