Can I link my fitbit through the website if my phone software doesn't meet fitbit standards?

Maybe yes, maybe no.  You have to try.  Won't hurt anything to do that. I would not expect to be able to utilize the Fitbit App completely.

As far as I know, you cannot pair Versa 2 with PC. Only Android and iOS are supported. Here's snapshot from the help article:

Contrary to the above post, Versa 2 can pair and operate fully with a Windows 10 computer.  That is what I am using.

@SunsetRunner interesting, yet again Fitbit has no idea about how their devices work? I'm not sure but I think it works with Fitbit Connect but very first timr it must he paired with mobile device (at least this is how the music can be transferred to the device according to Fitbit).  If it works for you and you know how to do it then maybe you could poke Fitbit to update the help website. No irony here, Fitbit is really slow with updating anything on their own.
