Hi, I just bought a Fitbit Versa for my son to monitor his heart rate as he is having palpitation.
He is 15 and schooling now but not allowed to carry mobile phone to school. I am setting up Versa sync to my phone. Can he still wear the Versa to school without a phone?
Can I monitor his heart rate remotely?

All the usual stats including Heart Rate will appear on the Versa no matter where he is and without the phone. You only need the phone to synchronize with your app at home and then you can view the complete day graph of the Heart Rate and other stats.
No, you can not monitor the Versa remotely.
Here is the Versa User Manual which should help you considerably.
