Does the heart rate monitor not read through tattoos

I have a sleeve and the heart rate monitor and the sleep tracking don't work. Is it because of my tattoos???

Hmm that's very possible, tattoo ink is metal and the higher the saturation of ink makes it harder for the optical sensors to see through your skin. This may sound a bit batty but you could try putting the fitbit on your ankle or any other area that doesn't have a tattoo just to test? Also do you get an HR reading while awake? I am also suspecting it could be a hardware/software issue. If your Fitbit is new then give it time to read info for a couple of days.

Heart rate uses the Green light, the Oxygen sensor uses both Red and Infrared light.
