My Fitbit is synced and recording all my activity but the actual fitbit won't stop telling me to download the app. You know, like when you first turn it on and it tells you to download the app in all the different languages. Yeah, my fitbit screen is stuck on that.

That sounds like it thinks it has lost connection to your account. I would try reconnecting it by going through the setup process again. Go into the account section of the app (the icon looks like an ID card) and select "set up a device".

It is what @SteveH says or is the setup process was never completed.
Either way I agree, you need to do the Add Device process, choose replace existing tracker
