I've been a fitbit fan since 2014. I am NOT happy with recent updates. In the past with Location Services set to 'While Using The App,' I've been able to open the app, lock my iPhone, start a run on my fitbit, and the run is tracked through GPS. Since Google acquired Fitbit, I am not a fan of the feature where the Location Services must be set to 'Always On' in order for GPS services to work. This is unacceptable for a company to do as it eats up phone data and battery life of both my phone and fitbit. And please don't tell me the solution is to go into my settings every time i want to go for a run and turn on location services, then go back to my settings at the end of my run, doing this has become quite annoying and if this isn't fixed soon, I'll be finding a better company to give my money and time to.

Also having location services on for an app, does not mean the app is going to use the GPS, it simply means the app has permision to use gps.
On iOS this will be when the user requests the app to track with gps.
If leaving location services globally set to on. I suggest taking. Look at the location access log. It usually meanness a way word app or possible a web sight is accessing the location.

I have been bothers by this same issue for a while. If it is not tracking your location when in “always on”, then why does it not work properly if set to “when using app”? What I have found is that it will work in the when using app” mode, but it won’t generates the map, which seems to be very arbitrary and just a ploy to force me to keep it in always on mode. I have never been able to get a good explanation From fitbit on this, and now with the purchase by Google I am even more suspicious of the intent and need for always on gps services. Always in means fitbit(now Google) can use the gps service any time, whether I a, using the fitbit app or not

Having always on is needed by android to allow the Fitbit tracker to sync. There is no need to keep location services always on for GPS, but is needed to sync on android.
If the gps during an exercise doesn't work, it usually is because the tracker is unable to make a connection with the phone.
You may need to disable power management for the Fitbit app.
For me, I restart the phone and long before the phone is usable, the Versa has a lock on GPS.
But yes, for gps to work, the Fitbit app needs access to the gps.
