The Heart rate monitor on my device is not working consistently. Either the device is not measuring my heart rate or it will have a "fixed" heart rate of for e.g. 76 regardless of what my actual heart rate is (I. E. I run on a treadmill at almost max (same speed is usually a HR of 160 min) versus when I stop completely it retains the exact same heart rate.
I have tried:
-turning the device on and off,
-doing a factory reset.
When I do so the Heart rate monitor will work for maybe 5 mins to an hour and then go back to not recording my heart rate anymore.
I have been consistently wearing the watch at the same tightness in the same position for the last 6 months, so that is not the problem.

@LisaMoFit welcome to our Fitbit Community! I'm happy to assist you with your Fitbit Versa since it doesn't track heart rate sometimes or it doesn't track heart rate accurately. By the way, thank you for troubleshooting this issue before contacting our forums and making sure that the tightness is properly.
In order to avoid any confusion on my end, please let me know how was the factory reset performed. In the meantime, try a regular restart in order to fix this issue. You can find the regular restart steps in this help article.
