You don't need to change the phone number for your Fitbit to receive notifications, synchronize it, etc. 
If you have a new mobile device, and the old one is not longer in range or it's Bluetooth is off, just download the Fitbit app to your new phone/tablet. Log in and sync your Versa 3 with the new mobile device. 
With this, your Versa 3 will be paired to your new phone/tablet.

@krish1645 if the phone number is changing, but the phone is not. Hthere is nothing on Fitbit's side to do.
