I have a resting heartrate of 59, but my cardio fitness score is in the fair range, why? A 59 BPM resting heart rate for a 19 year old male is good. If you have any answers they would be appreciated.

A couple of thoughts:
1. It appears you may be new to Fitbit. Give the tracker the benefit of several days to get a broader picture of your activity. You might find the score increasing.
2. There are a number of factors that go into the score. Among them is how long it takes for your heart to return to its resting state following exercise. Several things can influence this including heat, hydration, tiredness, frequency of exercise, diet, etc. Here again, do not rely on one reading.
These are simply thoughts off the top of my head. I'm sure others in the community have other ideas.

Have you completed an outdoor run with the GPS connected to the device yet?

It is very dependent on resting heart rate.
Also I run up hills a lot in summer and flat in winter (florida) the hill
Running lowers my score by 3 points.
Its neat but not accurate.
Another thing I noticed is my heart rate at higher speeds of intense cardio is actually 155-160
The fit bit never records it at over 140.
So it's just a nice toy.
Ps
Always leave bluetooth GPS on your phone and take it with you during runs.

Make sure when on treadmill you use the treadmill setting and not running setting

@Joejones90210, I appreciate your participation in the Forums and for sharing your insight with us. Indeed, as you mentioned, the cardio fitness is determined by your resting heart rate, but it also depends on your age, sex, weight, and other personal information, so please make sure your weight is correct on your Fitbit profile. Additionally, as you also mentioned, using GPS while running and using the treadmill exercise while running on a treadmill will help as well.
Now, if you've noticed your heart rate is not showing correctly, my best recommendation is to restart your Versa by pressing and holding the Back and Select buttons (left and bottom right) until you see the Fitbit logo on the screen. Then monitor it to see if the heart rate improves.
