I am not able to get pandora to download stations on my Fitbit Versa.  Getting very frustrated. Ready to return this as it has issues with syncing to my phone too.

What have you tried so far?

Not implying anything here but due to lack of info from your post - do you have the paid version of Pandora? The free version does not download music.

This is what worked on my Ionic (which I assume would be similar for the Versa).  On the phone app, go to the Ionic settings - Media - then Pandora and make sure settings are good including logon information for Pandora. Put the Versa (Ionic) on the charger and then force a manual sync using the phone app. This should be at the place where you have set up wi-fi as Pandora will only download via wi-fi. Leave it alone for a couple of hours. The download when started should be about 15 minutes per station with a max of 3 stations but it usually takes a little longer depending on the wi-fi.
