Just got new FitBit Versa - stuck on "To start, download the FitBit app" screen

I have downloaded the FitBit app. It said to connect to the FitBit via Bluetooth and I attempted to do so but the FitBit never came up as an option. Now in the app it does seem to think it has paired because now it shows my my daily calories burned etc. but the FitBit is still suck on this screen. I have tried factory reset (holding all 3 buttons) and the other reset. Not sure what to do because it seems like my phone already paired with it because of the way the app is working now, but watch still shows this screen.

What did you do to fix it? I'm still stuck on the same screen.

On the phone app, I clicked the profile icon in on the top left and the hit “set up new device” then it let me go through the motions and set it up.
