My LED lights are off and there is no reading for heart rate.
I have tried resetting by holding the button for sometime, factory reset and turning device off and on. Nothing has worked so far. What else can I try?

Hi @HobbyPhotog - if you factory reset it (which has the default settings of heart rate on (once it has been setup again) then the watch has developed a fault.
You can always chat via the Fitbit App, Help & support section, Contact Customer support.

I had this too. Customer support said to buy a new watch. I've just been using it without the heart rate monitor since but I won't be buying another fitbit after this one fully gives up.
