My Fitbit versa won’t show up on Bluetooth

My mom handed me down her Fitbit and I disconnected it from her phone removed the device from her fitbit account and did a factory reset on it. I’ve been trying for the past couple days to connect my Fitbit to my iPhone Xs but it doesn’t show up on Bluetooth. I tried on an android as well but it still doesn’t show up on the Bluetooth screen.

I have been tring for 3 days now sync my versa lite to ipad iphone 6s I had a charge 3 fitbit on here and my bluetooth is not showing it on ipad or i phone i did get t to sync on windows ten on my home computer

I have reloaded restore put the buttons all the help could it be a fulty one i get nothing but the fitbit stop and then serching  i half just want take back if this hard to work the charge 3 i had no issues with very very unapppy maybe go look apple watch ??
